Can a golfer use a Range Finder during an offical competition ?

Since 1 Jan 2006, both the R&A and the USGA have permitted the use of range finders by Local Rules. That is, these organisations allow the competition committee to rule on the use of range finders.

We would like to draw your attention to the following paragraph in the referenced article.
 
"The decision only applies to devices that measure distance, not wind, gradient or other factors. In the new decision, golf’s governing bodies allow a committee to permit the use of distance-measuring devices by Local Rule. So if such a Local Rule is not in effect, the devices would still be illegal for tournament play."

I have recently undergone reconstructive knee surgery and am likely to be out of golf for ~6 months . During such a prolonged absence from golf and no submission of scorecards what will happen to my membership status?

There is no requirement to suspend your membership from the club.  Your Handicap Index will continued to be monitored by the club. When you do return to golf, and find that your knee affects your game more than anticipated, you may request the Handicap Committee review your HI.
